Who actually pays your claim
When you buy pet insurance in the UK, the brand on the website is often not the company that carries the risk. Tesco sells pet cover, but its policies are arranged and underwritten by Pinnacle Insurance. Waggel sells its own product, but the contract is with Red Sands Insurance Company (Europe).
Petplan's cover is administered by Pet Plan Limited and underwritten by Allianz Insurance plc. Read your policy wording and you will find a sentence like "wherever you read we, us or our, it means" followed by a name you may never have seen in an advert. That name is the underwriter, and it matters more than any logo.
The structure is common across the market: a brand handles marketing and service, sometimes as an appointed representative or introducer for an insurer, and a licensed insurer carries the risk. Several brands on this page are intermediaries rather than insurers, which is why the same underwriter can sit behind competing names.
Three roles are worth separating before the table. The underwriter is the licensed insurer that takes the risk and pays claims. An appointed representative sells or manages cover on an insurer's behalf; an introducer simply passes you on. Whatever the arrangement, only the insurer's terms decide whether a claim is paid.

Why the name matters
At claim time, three things follow from who the underwriter is. First, the contract is with the insurer, so the terms that decide whether a claim is paid belong to it, even when the brand wrote the advert. Second, if the insurer fails, the Financial Services Compensation Scheme steps in for policyholders; for insurance claims in this category, it pays 90% of the claim value.
The scheme protects the insurer's customers, not the brand's reputation. Third, the name can change: Tesco's pet policies moved from RSA to Pinnacle for policies starting in 2025, Animal Friends' new policies moved from Red Sands to Pinnacle in February 2025, and Churchill's book is proposed to transfer to Aviva on 31 December 2026, subject to court approval. When that happens, your documents tell you which insurer's terms apply to your policy.
How to check your own policy
- Open your policy wording or schedule; the insurer is named in the first pages, usually next to register numbers.
- Search the FCA's Financial Services Register by name or number for each firm in the chain: the insurers Allianz (121849), Pinnacle (110866), Red Sands (231635) and U K Insurance (202810), and the brand-side entries Pet Plan Limited (311969), ManyPets (652623) and Animal Friends (307858).
- If the brand is not the insurer, check both entries: the brand (for how it must treat you) and the insurer (for who pays claims).
- Keep the register entry with your policy documents; it is what you would need if there were ever a dispute about who is responsible.
What this means when comparing
Comparing brands is not the same as comparing insurers. Pinnacle underwrites incoming Animal Friends policies, Tesco's cover and John Lewis Money's; Red Sands carries Waggel's risk today and carried Animal Friends' before 2025. So a fixed excess, a waiting period or a co-payment you like can exist under several logos, and so can one you dislike. Stay with the mechanics: what the limit is, how the excess behaves, what is excluded, and which insurer's name appears in the wording.
